Job Description
· Provide strategic leadership and oversight for the entire refinery project, coordinating multidisciplinary teams, contractors, and stakeholders across all project phases.
· Develop comprehensive project plans, including scope, schedule, budget, risk management, and resource allocation. Ensure effective execution aligned with project goals.
· Oversee design, procurement, construction, and commissioning of refinery facilities and supporting infrastructure, ensuring compliance with local regulations and international standards.
· Lead refinery startup and commissioning activities, ensuring safe, efficient, and smooth transition to operational phase.
· Maintain strong relationships with authorities, local communities, project partners, vendors, and contractors, ensuring alignment and compliance.
· Manage project budget, costs, and financial reporting, ensuring cost control and value optimization.
· Ensure all project activities are compliant with local laws, regulations, and permitting requirements in Myanmar.
· Identify potential risks and develop mitigation strategies to minimize project disruptions.
· Regularly update senior management and stakeholders on project status, challenges, and key milestones.
· Oversee the initial operational readiness, troubleshooting, and optimization during the early operational phase.
Job Requirements
· Bachelor’s degree in Chemical Engineering (OR) Civil Engineering with Project Management or related field. Master’s degree preferred.
· Minimum of 15 years of experience in large-scale refinery projects, with at least 10 years in a senior leadership role managing refinery startups and infrastructure projects.
· Deep understanding of refinery processes, infrastructure, project lifecycle, and startup activities.
· Prior experience working in Myanmar or similar developing markets preferred, with knowledge of local regulations and cultural context.
· Proven ability to lead complex projects, manage multidisciplinary teams, and coordinate with multiple stakeholders.
· Familiarity with Myanmar’s legal, environmental, and safety regulations related to refinery and industrial projects.
