Job Description

1️. Strategic Planning & Leadership

v  Define the overall project delivery strategy, phasing, and execution plan.

v  Set up robust governance frameworks, reporting systems, and controls.

v  Align project outcomes with client goals, quality standards, and commercial strategy.

2️. Design & Engineering Management

v  Oversee design management for all components, including high-rise structures, villas, basements, and infrastructure.

v  Coordinate interdisciplinary design reviews for constructability, compliance, value engineering.

v  Ensure integration of basement and substructure designs with MEP and structural systems.

3️. Procurement & Contracts

v  Approve procurement strategies for design consultants, main contractors, subcontractors, and suppliers.

v  Lead or oversee negotiations for major contracts (FIDIC / EPC / D&B / bespoke).

v  Manage variations, claims, and contractual disputes to protect the Client’s commercial position.

4️. Construction Oversight

v  Provide leadership to site delivery teams.

v  Monitor construction progress, quality, safety, and environmental compliance.

v  Resolve technical and commercial issues on site, including complex basement works and sequencing.

5️. Infrastructure &  Enabling Works

 

v  Oversee utilities relocation, roads, drainage and sitewide infrastructure.

v  Coordinate with authorities and third parties for approvals and connections.

6️. Stakeholder Management

v  Act as the primary interface with the Client, consultants, contractors, authorities, and community stakeholders.

v  Ensure timely approvals and permit acquisition.

v  Manage expectations through proactive communication and reporting.

7️. Financial & Risk Management

v  Oversee budget preparation, cost control, and cash flow forecasting.

v  Maintain the risk register and implement mitigation strategies.

v  Ensure financial reporting accuracy and transparency.

8️. Health, Safety & Environmental (HSE)

v  Champion a safety-first culture in line with international best practices.

v  Ensure HSE plans are implemented and monitored.

v  Conduct or oversee regular site inspections and audits.

9️. Team Leadership & Development

v  Build, lead, and motivate a multi-disciplinary project team.

v  Foster a high-performance culture with accountability and collaboration.

v  Mentor and develop local and expatriate staff.

 DELIVERABLES

v  Approved Project Execution Plan (PEP)

v  Master project schedule, milestones, and lookahead plans

v  Design management plans and progress reports

v  Procurement strategy and contract packages

v  Cost reports, cash flow forecasts

v  Risk register with mitigation plans

v  Monthly and quarterly client reports

v  HSE and quality compliance reports

v  Commissioning and handover documentation

Job Requirements

v  Bachelor’s degree in Civil Engineering, Architecture, Construction Management or related field (Master’s preferred).

v  20+ years of combined international and local experience delivering large-scale developments.

v  Demonstrated experience with projects & USD 200M.

v  Proven delivery of:

-       High-rise towers with basements

-       Luxury villas

-       Complex infrastructure and enabling works

-       Mixed-use retail or hospitality components

v  Deep knowledge of international standards (e.g., FIDIC), local codes, and permitting processes.

v  Expertise in contract negotiation, change management, claims avoidance/resolution.

v  Strong leadership, communication, and negotiation skills.
