Job Description

Maintenance Strategy & Asset Reliability

·       Develop, implement, and continuously improve refinery maintenance strategies, systems, procedures, and standards.

·       Establish and manage Preventive Maintenance (PM), Predictive Maintenance (PdM), Condition-Based Maintenance (CBM), and Breakdown Maintenance (BM) programs. To establish above plans as earlies as possible or within 45 days.

·       Ensure refinery assets and equipment achieve targeted reliability, availability, and performance levels.

·       Develop annual maintenance plans, shutdown schedules, turnaround activities, and maintenance budgets.

·       Monitor key performance indicators (KPIs) related to equipment reliability, maintenance efficiency, and asset integrity.

 

Maintenance Operations Management

·       Lead and supervise Mechanical, Electrical, Instrumentation, Rotating Equipment, and other maintenance functions.

·       Coordinate and prioritize routine, corrective, preventive, and emergency maintenance activities.

·       Ensure all maintenance work is executed safely, efficiently, and in accordance with refinery operating requirements.

·       Provide technical guidance and effective solutions for complex maintenance and equipment reliability issues.

·       Support refinery operations during startup, shutdown, commissioning, troubleshooting, and plant turnaround activities.

 

Equipment Reliability & Technical Support

·       Lead investigation of major equipment failures and recurring maintenance issues.

·       Facilitate Root Cause Analysis (RCA) and implement corrective and preventive actions.

·       Identify opportunities to improve equipment performance, reliability, maintainability, and lifecycle cost.

·       Establish reliability-centered maintenance practices and asset integrity management systems.

·       Promote adoption of industry best practices and advanced maintenance technologies.

 

Team Development & Knowledge Transfer

·       Develop structured training, coaching, and competency development programs for local maintenance personnel.

·       Provide hands-on technical guidance and mentoring to maintenance engineers, supervisors, and technicians.

·       Transfer practical maintenance knowledge and refinery operational experience to local teams.

·       Ensure successful maintenance system handover and sustainable knowledge transfer within agreed timelines.

·       Build an independent maintenance organization capable of managing plant operations without external technical dependency.

 

Spare Parts & Maintenance Planning

·       Develop critical spare parts strategies and inventory optimization plans.

·       Establish spare parts requirements for current operations and future expansion projects.

·       Coordinate with Supply Chain and Warehouse teams to ensure availability of critical equipment spares and maintenance materials.

·       Support budgeting and procurement planning for maintenance activities.

 

EPC Coordination & Plant Handover

·       Coordinate closely with EPC contractors during construction, pre-commissioning, commissioning, startup, and handover stages.

·       Review maintenance-related documentation, procedures, drawings, manuals, and spare parts lists.

·       Ensure complete and accurate handover of plant systems, equipment records, and technical documentation.

·       Serve as the Owner’s Representative during commissioning and operational readiness activities.

 

OEM & Technical Specialist Coordination

·       Liaise with Original Equipment Manufacturers (OEMs), engineering consultants, and technical specialists for complex technical issues.

·       Coordinate with Chinese specialists and international engineering teams when local resources are unable to resolve technical challenges.

·       Facilitate knowledge sharing and technical collaboration between external experts and internal maintenance personnel.

 

Digitalization & Continuous Improvement

·       Collaborate with ERP and Digital Transformation teams to implement modern maintenance management practices.

·       Support development and enhancement of Computerized Maintenance Management Systems (CMMS) and ERP- based maintenance workflows

·       Promote data-driven maintenance decision-making and continuous improvement initiatives

·       Evaluate new technologies and industry advancements to improve asset reliability and maintenance performance.

 

Safety, Compliance & Risk Management

·       Ensure all maintenance activities comply with company HSE policies, refinery procedures, and applicable regulations.

·       Participate in HAZOP studies, risk assessments, Management of Change (MOC), and equipment integrity reviews.

·       Promote strong safety leadership and maintenance safety culture across all teams.

·       Support incident investigations and implementation of corrective actions.

 

Reporting & Communication

·       Prepare maintenance performance reports, reliability statistics, and management presentations.

·       Provide regular updates regarding equipment performance, maintenance expenditures, reliability improvement initiatives, and plant risks.

·       Coordinate effectively with Operations, Engineering, HSE, Projects, Procurement, and Executive management team

 

Objective 1: Develop an Independent Local Maintenance Organization

·       Implement structured technical training and competency development programs.

·       Transfer maintenance knowledge and systems effectively to local personnel.

·       Achieve successful maintenance system handover within defined timelines.

 

Objective 2: Improve Plant Reliability and Equipment Availability

Key Results

·       Reduce equipment failures and unplanned downtime.

·       Improve refinery asset availability and reliability performance.

·       Complete RCA investigations and implement corrective actions for all major breakdowns.

 

Objective 3: Strengthen Maintenance Management Systems

Key Results

·       Implement and sustain PM, PdM, CBM, and reliability-based maintenance programs.

·       Improve maintenance planning and scheduling effectiveness.

·       Optimize spare parts management and inventory availability.

 

Objective 4: Support Safe and Reliable Refinery Operations

Key Results

·       Maintain full compliance with maintenance safety standards and regulatory requirements.

·       Support safe startup, shutdown, commissioning, and operational activities.

·       Achieve maintenance-related HSE performance targets.

 

Objective 5: Drive Continuous Improvement and Digital Maintenance Practices

Key Results

·       Implement modern maintenance management methodologies through ERP/CMMS platforms.

·       Introduce maintenance best practices from global oil & gas and petrochemical industries.

·       Improve maintenance KPI performance annually.

Job Requirements

·       Bachelor's degree required; Master's degree, MBA or postgraduate qualification preferred

·       Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Instrumentation Engineering, Reliability Engineering, or related discipline.

·       Master's Degree is an advantage.

·       Certified Maintenance & Reliability Professional (CMRP) preferred

·       Root Cause Analysis (RCA) Certification.

·       Reliability Centered Maintenance (RCM) Training.

·       NEBOSH, IOSH, or equivalent HSE certification.

·       Refinery Operations and Maintenance Training.

·       Fluent English (written and spoken).

·       Mandarin language capability is an advantage.

·       Additional regional languages are an Advantage

 

Technical Skills / System

·       CMMS / ERP Maintenance Systems (SAP, Oracle, Maximo, etc.)

Professional Experiences ;

·       10+ years of maintenance experience in refinery, petrochemical, oil & gas, or process industries.

·       Minimum 5 years in a leadership or managerial role.

·       Proven experience in refinery commissioning, startup, operation, and maintenance management.

·       Strong knowledge of refinery equipment, rotating machinery, static equipment, utilities, electrical, and instrumentation systems.

·       Thorough understanding of refinery maintenance strategies and reliability engineering principles.

·       Familiarity with international oil & gas construction and commissioning practices.

·       Ability to work effectively in multicultural environments with resource constraints and limited local supply chains.

·       Strong leadership, coaching, mentoring, and stakeholder management skills.

·       Available for 24/7 emergency call-out support and on-site response during critical breakdowns and emergency situations.

·       Strong analytical, troubleshooting, decision-making, and organizational skills.

·       Demonstrated commitment to safety, operational excellence, and continuous improvement.
